COVID-19 vaccine-related requirements of travelers from the USA to the Philippines, updated June 7, 2022
FULLY Vaccinated* International travelers to the Philippines are NO LONGER REQUIRED facility-based quarantine and EXEMPTED from presenting pre-departure COVID-19 Negative Test Result (RT-PCR/Antigen Test) as per IATF Resolution No. 168 (Effective May 30, 2022)—provided that the following conditions are met:
- Must be FULLY VACCINATED with one booster shot for 18 years old and above, regardless of nationality.
- Minors ages 12 to 17 years old must be FULLY VACCINATED.
- Minors ages 12 to 17 must be ACCOMPANIED by a FULLY VACCINATED (with one booster) parent or guardian.
- Minors below 12 years old, regardless of vaccination status, must be accompanied by a FULLY vaccinated (with one booster) parent or guardian.
- Health insurance with a minimum of USD35,000 or approximately PHP19 million hospitalization benefit is required for UNVACCINATED travelers.
- Acceptable proof of vaccination is those currently accepted by IATF such as cards and digital QR codes.
- Passports should be valid for at least six months until it expires.
- Certain foreigners must apply for an Emigration Clearance Certificate (ECC) from the Bureau of Immigration before they may depart the Philippines.
COVID-19 vaccine requirement for unvaccinated travelers
- Unvaccinated and partially vaccinated are REQUIRED to present a (negative) RT-PCR test taken within 48 hours, prior to departure from the country of origin. [Official Gazette]
- They can also submit a laboratory rapid antigen (negative) test taken in a health facility within 24 hours.
- Passengers should NOT leave the airport premises once the test has been submitted.
- Passports should be valid for at least six months until it expires.
Health insurance requirements when traveling to the Philippines
UNVACCINATED travelers visiting the Philippines must have a travel insurance policy with the Emergency Medical benefit for at least $35,000. This policy must specifically offer coverage for Covid-19.
This type of insurance is different from rebooking or canceled flight insurance.
Health insurance for fully vaccinated travelers is optional but required for partially vaccinated or unvaccinated. Minimum of $35,000 travel insurance coverage.

COVID-19 Vaccination Passport
At the moment, both the Philippines and the United States require all travelers to provide proof of a negative COVID-19 test before allowing entry.
According to Reuters, China initiated “a digital COVID-19 vaccination certificate” for its citizens. Most European countries continue to deny entry to most foreign travelers.
In Europe, it announced that it would create “vaccine passports.” The American embassy has not issued similar plans as of this time.
